MCF Selection Guidelines 2014

With the approval of MCF Main Committee during 7th Feb 2014 meeting,


MCF SELECTION GUIDELINES (with effect from March 2014)

A. The Selection Committee (SC) of the Malaysian Chess Federation (MCF)

1. En. Kamaruddin Samsuri [Chairman] 2. Mr. Yeap Joo Hock [Deputy Chairman] 3. Mr. Gregory Lau [Secretary] 4. Mr. Lim Tse Pin [Committee] 5. En. Ismail Ahmad [Committee]

2. The Selection Committee shall consider the level of participation in National and FIDE rated events held.

3. The strength of the events entered, as well as the results obtained, FIDE elo rating points and National rating points will be taken into account for each player’s strength.
4. An applicant shall not be eligible for selection unless the applicant has played at least one FIDE rated event within the period of 12 months preceding the date on which applications for selection close. Good result from stronger events will be looked on favourably by the Selection Committee.

5. For Age-group events, good result in the current cycle of NAG Championship is recommended for selection purposes and with prior approval for international representation.

6. The SC reserves the right to make amendment to the selection guideline from time to time.


 
B. THE NATIONAL SQUAD

1. The National Squad comprises:

1.1 Men squad

1.2 Women squad

2. Selection for the National Squad for both Men and Women will be based on the following criteria:

2.1 The top 3 finishers from the current cycle of National Closed provided they play in Malaysian Master for the year

2.2 The best 5 finishers (excluding National Closed qualifiers) from new cycle of Malaysian Master Championship
2.3 A new cycle of Malaysian Master Championship must be started no later than 6 weeks from the end of National Closed of current year.

 

3. Selection for The Chess Olympiad
3.1 A new cycle of Malaysian Master Championship takes place and can meet the name submission deadline to Chess Olympiad Organiser with the event taking place within 6 months from the end of Malaysian Master Championship

3.1.1 The Top 5 finishers from the Malaysian Master Championship qualify into the team.
 
3.2 A new cycle of Malaysian Master Championship takes place and can meet the name submission deadline to Chess Olympiad Organiser but the event take place after 6 months from the end of Malaysian Master Championship

3.2.1 The Top 3 finishers from the Malaysian Master Championship qualify into the team
3.2.2 A Round Robin tournament will be conducted among the National Squad members (Other than 3.2.1) to select the remaining two places 3.2.3 The Round Robin Tournament must be conducted within 1 month from the name submission deadline to Chess Olympiad Organiser.
3.3 A new cycle of Malaysian Master Championship is unable to be completed before the name submission deadline to Chess Olympiad Organiser but the event take place within 6 months from the current cycle of Malaysian Master Championship

3.3.1 The Top 5 finishers from the current cycle Malaysian Master Championship qualify into the team.
3.4 A new cycle of Malaysian Master Championship is unable to be completed before the name submission deadline to Chess Olympiad Organiser and the event take place after 6 months from the current cycle of Malaysian Master Championship

3.4.1 The Top 3 finishers from the current cycle Malaysian Master Championship qualify into the team
3.4.2 A Round Robin tournament will be conducted among the National Squad members (Other than 3.4.1) to select the remaining two places 3.4.3 The Round Robin Tournament must be conducted within 1 month from the name submission deadline to Chess Olympiad Organiser.

4. The same set of selection rules use for The Chess Olympiad will be applied for the selection of Asian Team Championship

5. Selection for All Multi-Sport Games (S.E.A Games, ASIAN Games, etc.)

5.1 The selection of players must come from Current Cycle of National Squad Members only

5.2 Subject to OCM / NSC requirement and approval
5.3 If there is a requirement from OCM / NSC with regards to selecting players for other types of chess OTHER THAN International Chess

5.3.1 National Squad Members must be trained at least for 6 months from the start date of the Event
5.3.2 A Round Robin tournament will be conducted among the National Squad members to identify the best player(s) within 1 month of name submission deadline to OCM / NSC
5.3.3 External parties / individuals may be invited to enhance the training on other types of chess for the National Squad Members BUT play no part in being selected into the National Squad.

6. Selection for Continental Championships, Zonal Championships, Commonwealth Open Championship

6.1 A new cycle of Malaysian Master Championship takes place and can meet the name submission deadline to Event Organiser

6.1.1 The Champion from the Malaysian Master Championship get to participate
6.1.2 If 6.1.1 cannot be fulfil, then select the next in-line who is agreeable to participate, repeat the process until the last qualifier into the National Squad
6.1.3 If 6.1.2 cannot be fulfil, then choose the player with highest elo rating from the Active list. It is a one-off offer to this player without allowing him to join into current cycle National Squad
6.1.4 If 6.1.3 cannot be fulfil, then select the next in-line who is agreeable to participate, repeat the process until the 10th ranked player based on elo rating from the Active list. It is a one-off offer to this player without allowing him to join into current cycle National Squad
6.1.5 If 6.1.4 cannot be fulfil, then MCF will not send player to the said event.

6.2 A new cycle of Malaysian Master Championship is unable to be completed before the name submission deadline to Event Organiser

6.2.1 The Champion from the current cycle Malaysian Master Championship get to participate
6.2.2 If 6.2.1 cannot be fulfil, then select the next in-line who is agreeable to participate, repeat the process until the last qualifier into the National Squad
6.2.3 If 6.2.2 cannot be fulfil, then choose the player with highest elo rating from the Active list. It is a one-off offer to this player without allowing him to join into current cycle National Squad
6.2.4 If 6.2.3 cannot be fulfil, then select the next in-line who is agreeable to participate, repeat the process until the 10th ranked player based on elo rating from the Active list. It is a one-off offer to this player without allowing him to join into current cycle National Squad
6.2.5 If 6.2.4 cannot be fulfil, then MCF will not send player to the said event.


7. Selection for Asian Cities Team Championship

7.1 The Champion Team of the Current Cycle of Malaysia’s Inter-State Chess Championship

7.2 The State Association of Champion Team can fill up all slots by choosing players from the Champion State only

7.3 At a request from State Association of Champion Team, MCF may include members from the Current Cycle National Squad to strengthen the team. However, the composition of MCF choice of National Squad members from other states shall not be more than 50% of the entire team

7.4 If there is still empty slot after engaging 7.3, then State Association of Champion Team can invite any Malaysian who the team members prefer to become part of the Champion Team via MCF invitation

7.5 The members of this team is Malaysian Official Representative endorsed by MCF
7.6 This is one-off offer for these players in the team in representing Malaysia without allowing them to join into the current cycle National Squad if they are not a member of the current cycle National Squad.




C. NATIONAL YOUTH SQUAD
1. The National Youth Squad comprises of players below 20 years old as of 1st January:

1.1 Boys squad

1.2 Girls squad

2. Selection for the National Youth Squad for both Boys and Girls will be based on the following criteria:

2.1 Top 4 finishers [Boys and Girls respectively] in Current Cycle National Junior Championship

2.2 Top 4 finishers [Boys and Girls respectively] in Current Cycle National Age- Group Championship

2.3 Top 10 highest elo rating among the boys below 20 years old based on FIDE Active List January release

2.4 Top 10 highest elo rating among the girls below 20 years old based on FIDE Active List January release

2.5 Top 10 highest national rating among the boys below 20 years old based on MCF Active List January release

2.6 Top 10 highest national rating among the girls below 20 years old based on MCF Active List January release

2.7 Top 10 highest elo rating among the boys below 20 years old based on FIDE Active List July release

2.8 Top 10 highest elo rating among the girls below 20 years old based on FIDE Active List July release

2.9 Top 10 highest national rating among the boys below 20 years old based on MCF Active List July release

2.10 Top 10 highest national rating among the girls below 20 years old based on MCF Active List July release

2.11 SC reserves the right to exercise final discretion in the selection of players for the National Youth Squad.

3. Selection for World Youth U-16 Chess Olympiad

3.1 All players must come from current cycle National Youth Squad Only

3.1.1 The Official Team
3.1.1.1 The five players below 16 years old with the highest national rating based on the selection date in the current Quarter release.

3.1.2 Additional team for 13 y.o. to 16 y.o.
3.1.2.1 The next five players between aged 13 and 16 years old with the highest national rating based on the selection date in the current Quarter release.

3.1.3 Additional U-12 team
3.1.3.1 The next five players aged 12 years and below with the highest national rating based on the selection date in the current Quarter release.

4. Selection for Malaysia vs Singapore Match

4.1 The number of slots availability are based on Event Organizer requirement

4.2 All players must come from current cycle National Youth Squad Only

4.2.1 The current cycle NAG Champion is entitled to a slot
4.2.2 The remaining slots are to be awarded to players of respective category with the highest national rating based on the selection date in the current Quarter release


5. Selection for ASEAN+ Age-Group / ASIAN Schools Chess Championship which has been identify as Developmental Event for Youth:-

5.1 Players from current cycle National Youth Squad

5.2 Players from non-National Youth Squad

5.2.1 Individual Medal (Gold / Silver / Bronze) of Standard/Classical Time Control from previous editions of ASEAN+ Age-Group Championship of any Age-Group
5.2.2 Individual Medal (Gold / Silver / Bronze) of Standard/Classical Time Control from previous editions of ASIAN Schools Age-Group Championship of any Age-Group

5.2.3 Fulfil the minimum rating ceiling based on the charts listed below:-

6. Selection for Asian Junior U-20 Championship and World Junior U-20 Championship which has been identify as High Performance Event for Youth:-

6.1 All players must come from current cycle National Youth Squad Only
6.1.1 The current cycle U-20 National Boy’s Champion is to be endorsed by the MCF as its official representation in ASIAN Juniors U-20 / World Junior U-20 and is entitled to receive facilities and other benefits if provided by the host federation under the FIDE rules applying to the event
6.1.2 The current cycle U-20 National Girl’s Champion is to be endorsed by the MCF as its official representation in ASIAN Juniors U-20 / World Junior U-20 and is entitled to receive facilities and other benefits if provided by the host federation under the FIDE rules applying to the event
6.1.3 Other National Junior Championship qualifiers from the National Youth Squad are entitled to endorsement by the MCF as extra player to enter the event but the player has to pay on his or her own expenses
6.1.4 In the event the Champion decided not to participate in the said event, the benefits of 6.1.1 / 6.1.2 will be awarded to the next in line using the following sequences:
6.1.4.1 2nd place in National Junior Championship
6.1.4.2 3rd place in National Junior Championship
6.1.4.3 4th place in National Junior Championship
6.1.4.4 By Highest National rating / adjusted elo rating (-100), 2nd highest and so on.


7. Selection for Asian Youth Chess Championship, Commonwealth Age-Group Championship, World Youth Championship which has been identify as High Performance Event for Youth:-

7.1 Players from current cycle National Youth Squad

7.1.1 The current cycle NAG Champion is to be endorsed by the MCF as its official representation in ASIAN Youth / Commonwealth Age-Group / World Youth and is entitled to receive facilities and other benefits if provided by the host federation under the FIDE rules applying to the event
7.1.2 Others qualifiers from the National Youth Squad are entitled to endorsement by the MCF as extra player to enter the event but the player has to pay on his or her own expenses.
7.1.3 In the event the Champion decided not to participate in the said event, the benefits of 7.1.1 will be awarded to the next in line using the following sequences:
7.1.3.1 2nd place in NAG
7.1.3.2 3rd place in NAG
7.1.3.3 4th place in NAG
7.1.3.4 By Highest National rating / adjusted elo rating (-100), 2nd highest and so on.

7.2 Players from non-National Youth Squad

7.2.1 Individual Medal (Gold / Silver / Bronze) of Standard/Classical Time Control from ASEAN+ Age-Group Championship
7.2.2 Fulfil the minimum rating ceiling based on the chart below:-

8. Selection for World Schools Chess Championship which has been identify as High Performance Event for Youth:-

8.1 Players from current cycle National Youth Squad

8.2 Players from non-National Youth Squad

8.2.1 Individual Medal (Gold / Silver / Bronze) of Standard/Classical Time Control from previous editions of ASIAN Schools Age-Group Championship of any Age-Group
8.2.2 Fulfil the minimum rating ceiling based on the chart below:-

D. GUIDELINES FOR APPLICATION AND PROCEDURES FOR INTERNATIONAL JUNIOR EVENTS
1. This clause applies to applications for selection for FIDE junior events such as the ASEAN+ Age-Group / ASIAN Schools / ASIAN Youth / Commonwealth Age-Group / World Schools / World Youth Championships that permit more than one person to be endorsed by their national federation to enter that event.
 2. A person will not be endorsed by the MCF to enter ASEAN+ Age-Group / ASIAN Schools / ASIAN Youth / Commonwealth Age-Group / World Schools / World Youth Championships UNLESS that person has applied to MCF.
